Russia Takes Bold Step: Legalizes Bitcoin for International Trade Amid Sanctions

In a significant legislative move, Russian lawmakers have approved a new bill that allows businesses to utilize Bitcoin and other cryptocurrencies for international trade. This decision comes as part of Russia's broader strategy to navigate the Western sanctions imposed after the invasion of Ukraine. The law is set to take effect in September and aims to resolve issues related to payment delays, especially with key trading partners such as China, India, and the UAE.
Central Bank Governor Elvira Nabiullina, a key supporter of the legislation, announced that the first cryptocurrency transactions are expected by the end of the year. The central bank will create an 'experimental' infrastructure to facilitate these payments, although further details are still pending. Nabiullina pointed out that the risks of secondary sanctions have increased, complicating import payments and affecting a wide range of goods.
While the new law includes regulations on cryptocurrency mining and the circulation of digital assets, it does not lift the existing ban on cryptocurrency payments within Russia. The central bank highlighted that delays in payments have led to an 8% drop in Russian imports in the second quarter of 2024.
Despite attempts to shift to alternative currencies and develop a BRICS payment system, many transactions still depend on dollars and euros via the SWIFT system, which poses risks of secondary sanctions. Nabiullina stressed that these sanctions have complicated import payments, leading to longer supply chains and higher costs.
This legislative decision reflects Russia's efforts to tackle the economic challenges posed by sanctions and aims to ensure smoother operations in international trade. Anatoly Aksakov, head of the Duma's lower house, remarked, "We are taking a historic decision in the financial sphere" with the passage of this law.
