The Europol Internet Organized Crime Threat Assessment highlights that Bitcoin's accessibility makes it a preferred choice for those engaging in financial crimes. Even though criminals are increasingly converting Bitcoin to stablecoins to mitigate market volatility, its popularity persists.
Surge in Fraudulent Investment Schemes
The report indicates a worrying trend: the rising prices of cryptocurrencies and increased media attention have fueled a surge in fraudulent investment schemes. Tether (USDT), a U.S. dollar-pegged stablecoin, is often involved in these schemes, particularly on the Tron (TRX) network, which is favored for its low transaction fees.
The Shift to Altcoins and Encrypted Communications
In addition to Bitcoin, the report notes a significant uptick in using altcoins for illicit purposes. Criminals are increasingly turning to underground banking and crypto debit cards for quick cash conversions. Moreover, the use of encrypted messaging apps for cash-to-crypto exchanges is on the rise, allowing criminals to avoid compliance checks.

Europol has also expressed concerns about the potential approval of spot Bitcoin ETFs, which could create new opportunities for scammers. The companies behind these ETFs, holding substantial crypto reserves, may become attractive targets for fraudsters.

While Bitcoin remains dominant, the report notes a growing interest in Monero (XMR) among criminals. Its privacy features make it an excellent option for those wishing to conceal their transactions. A notable example is a crypto-jacking operation in Ukraine that mined over €1.8 million worth of cryptocurrencies, primarily targeting Monero.

Europol warns that the decentralization of blockchain technology and peer-to-peer networks poses significant challenges for law enforcement. These technologies facilitate anonymous transactions that are often beyond the reach of authorities.
